All Kids Health Insurance

All Kids health insurance is the name of the state Children’s Health Insurance Program offered in the states of Illinois and Alabama.  Funding for this kid’s health insurance program is provided by both the state and the federal government for those who are not eligible for Medicaid but do not make enough to afford private health insurance. 

All Kids health insurance program is provided under Title XXI of the Social Security Act through the Balanced Budget Act as part of Medicaid funding.

There are many different children’s health insurance programs in different states that are similar to All Kids. Most of these state children’s health insurance programs are known as SCHIP or CHIP programs. Eligibility differs from state to state but the general criteria is that the applicant must be under the age of 18 (among other things). All Kids Health Insurance Benefits

Benefits for both states are the same because all state children’s health coverage has to cover the following:

How To Apply For All Kids Health Insurance

The application for applying for All Kids Health Insurance is the exact same one used for applying for Medicaid. 

  • You will need to know your gross income including any child support, and other income and be able to provide proof of income. 

  • You will also need to a list of expenses including child care and insurance. 

  • You will need to provide proof of residency.

  • Social security number(s) of the child/children you are seeking coverage for.

The federal government has made the guidelines so broad for the Children’s Health Insurance Program that each state has the ability to customize the program, its design, eligibility rules, benefits packages, payment levels and administrative and operating procedures how they see fit, as long is it falls within federal guidelines in what it covers, how monies are used and so forth.  Because of the broadness of the guidelines each state will handle All Kids differently.  

All Kids Health Insurance In Alabama

Children who are eligible must be:

  • Under 19 years old and an Alabama resident

  • A United States citizen or eligible immigrant

  • Not covered by any other health insurance.  In the event that health insurance coverage has been voluntarily dropped by the parents there is a three month waiting period before the child is eligible for coverage with the exception of termination of COBRA, private non-group health insurance or if the insurance policy has been canceled because the child has used all their benefits.

  • Not institutionalized

  • Not eligible for Medicaid.

The cost depends on the family size and income.  Premiums rage between $50 and $100 per child per year up to the first three children.

All Kids Health Insurance In Illinois

All Kids Health Insurance is designed for those families that are families who are part of Americas working poor that can not afford health insurance.

KidCare and Medicaid are now both parts of All Kids in the state of Illinois.  Those children who previously had KidCare or Medicaid are automatically enrolled in All Kids.

All Kids guarantees one year of complete comprehensive health insurance for children covering doctors visits, prescription drugs, immunizations, dental care, glasses, all emergency care and doctors visits.  Illinois also has a state insurance program called FamilyCare that offers insurance to parents with limits on how much coverage the parents get.


  • Children under 18 who are residents of Illinois.

  • Children must have had insurance within the last year.  In fact, it doesn’t matter if they have some coverage under another policy as long as income and citizenship guidelines are met.

  • Income limits of no more than $34,000 for a family of three, $41,000 for a family of four or $48,000 for a family of five.

  • Unlike other insurance coverage plans, All Kids doesn’t not exclude children because of pre-existing conditions.

Depending on your family size and income you may get All Kids for free.  Others may have to pay a small monthly premium as well as co-pays and part of the cost of prescription drugs.  It is all income based and you will have to fill out the application to find out exactly what your costs will be.  No family will ever have to pay for immunizations and regular check ups.  If you do not pay any premiums you are required to pay your child’s coverage will be cancelled.
