California Health Insurance

California has the largest population of any state in the United States which makes it difficult to provide California health insurance for each of its 36,553,215 citizens.  18.8% of the population in CA doesn’t currently have health insurance.  That doesn’t seem like a lot until you do the math and discover that means that there are almost 6.9 million people in California alone without health insurance, yet the state only spends approximately $132 on health care per person a year.

California is number 25, right in the middle, of healthiest states to live in.  California has a very low rate of smokers and occupational fatalities, a low number of cancer deaths and a low rate of preventable hospitalizations.  On the other hand 23.3% of the population, or just over 8.5 million people, are obese, infections disease rates are high and California has the highest rate of autism in the United States.

Cheap California Health Insurance Options

If you find that you can not afford the premiums of California health insurance for whatever reason there are a number of options you could qualify for.

  • AIM (Access for Infants and Mothers) – The AIM program provides prenatal care for pregnant women and their infants up to their 3rd birthday who do not qualify for Medicare.

  • Healthy Families – Healthy Families provide low cost health, dental and vision insurance to children under the age of 19 whose families can not afford traditional insurance but do not qualify for Medicare and will provide up to 12 months of health insurance coverage as long as the premiums are paid.

  • MRMIP (Major Risk Medical Insurance Program) – MRMIP will provide up to 36 months of health insurance for those that can not obtain health insurance because of serious or chronic diseases such as cancer and diabetes.  You are given the choice of insurance companies and your premium is based on age and the plan you choose.  After 36 months of coverage it can not be renewed but you will be guaranteed coverage through a traditional California health insurance plan through the Guaranteed Issue Pilot Program.  There are so many people enrolled in this plan that the state of California has had to implement a waiting list.

California Group Health Insurance Through Your Employer

Group plan health insurance in California is a little different than most states.  In the state of California you can be turned down for medical coverage under an employee sponsored group (note that this is for an employee sponsored group) plan based on your health and there is a six month waiting period on all pre-existing medical conditions unless you are changing policies and there has been no break in coverage (called the continuous coverage requirement).

California Medical Insurance Underwriting

Each insurance company has its own underwriting criteria that are usually not made public, but it has to be filed with the California Department of Insurance.  A number of diseases or pre-existing conditions can cause an insurance company to provide a policy with a higher premium while some conditions will be cause for all insurance companies to automatically decline underwriting a policy.  Those conditions include:

  • Renal failure

  • Cancer that is currently being treated

  • AIDS

  • Pregnancy

  • Heart Disease

  • Mental conditions such as bi-polar disorder, major depression or schizophrenia

  • Diabetes with complications

  • Multiple Sclerosis

  • Muscular Dystrophy

  • History of organ transplants

  • Cirrhosis

  • Lupus

  • Hepatitis

  • Rheumatoid Arthritis

However, as mentioned above if one has major health issues (called pre-existing conditions) when they go to apply for an individual plan in CA then it is likely that they will be charged a higher premium (called a rate up) or declined for coverage altogether.

So what is one to do if they have a pre-existing condition and need to find a guaranteed issue California health insurance plan?

If one is not able to find group health insurance coverage though their employer on a guaranteed issue basis then if certain eligibility criteria are met one can be approved for a guaranteed issue California HIPAA health insurance plan that covers all pre-existing conditions (it is important to note that if you are offered a California COBRA health insurance plan from your employer that you must first take the COBRA offer use up that option before you are able to be HIPAA eligible).
